If you hold a residence title for study purposes from a member state of the European Union (EU), you can enter Germany and study there for a certain period of time with this document. You do not need a German residence title.

Description

If you do not have the nationality of an EU member state, you do not necessarily need a German residence permit to study here.
 
Within the framework of EU mobility, you can enter Germany with a residence title for study purposes issued by an EU member state pursuant to the Research and Studies (REST) Directive and study there for a specific period of time. You do not need an additional residence title for this. Exception: Ireland and Denmark

Your study period in Germany may last up to 360 days. 

The conditions for mobility are defined EU-wide in the Researchers and Students (REST) Directive. 

The host university must notify the Federal Office for Migration and Refugees (BAMF) of your stay in advance. The BAMF issues a certificate confirming the authorization to enter and stay as part of EU mobility. 
 

Procedure

The host university must notify the BAMF of your stay before you enter Germany. The notification may only be made by the institution. The university can submit the notification online. 

Online message: 

  • Online notification is carried out via the BAMF's MoNa (National Mobility Contact Points) specialist application.
  • To access MoNa, the MoNa terms of use must be signed and sent to the BAMF. Afterwards, the higher education institution will receive a registration code for participating in Delegated User Management (DeBeV) in order to administer its employees for access to MoNa, along with the corresponding instructions for use. Once DeBeV registration is complete, the MoNa application can be used. 
  • The university communicates the entry date and uploads all required documents.
  • Upon receipt of the complete notification, the BAMF will examine whether all requirements are met. 
  • Upon a positive review, the BAMF issues a mobility certificate. 
  • Subsequently, the BAMF informs the competent immigration authority of the result.
