Apply for EU Declaration of Conformity for physicians

If you have completed your degree in human medicine in Germany and would subsequently like to work in another EU country, in many cases you will need an EU certificate of conformity.

Have you completed your degree in human medicine in Germany and would like to work in another EU country? In this case, you need an EU certificate of conformity. This confirms that your basic medical training meets the minimum requirements of the European Union (EU).

The EU certificate of conformity makes it easier for you to have your professional qualifications recognized. Foreign authorities regularly require the EU certificate of conformity as part of the recognition procedure or authorization procedure for practicing medicine.

Application

How you apply for your EU Declaration of Conformity depends on when and where you obtained your degree.

If you completed your medical studies after December 20, 1976, in the Federal Republic of Germany (FRG), you can apply for an EU certificate of conformity online or in writing from the Federal Institute for Drugs and Medical Devices (BfArM).

If you completed your medical studies in the FRG by December 20, 1976, please contact the regional authority responsible for you.

If you completed your medical degree in the German Democratic Republic (GDR), please contact the state authority responsible for you.

You can obtain an EU certificate of conformity for your specialist medical training from the competent State Medical Chamber. Since this is often insufficient for the recognition or approval procedure in the destination country, you should additionally apply for the EU certificate of conformity for your basic training.

If you completed your medical degree in another EU country, a contracting state of the European Economic Area (EEA), or Switzerland, the authorities of the respective state are responsible.

If you completed your human medicine degree after December 20, 1976, in the Federal Republic of Germany, you can apply for the EU certificate of conformity online or in writing by mail from the Federal Institute for Drugs and Medical Devices (BfArM). 

Online application

• Go to the federal portal website and fill out the online application.
  • To apply via the federal portal, you need a BundID user account.
• Upload your documents directly, either  
  • as electronic original documents or
  • as officially certified electronic copies or
• Send your documents as officially certified copies by mail.
• The BfArM will review your application and contact you if there are any questions or incomplete documents.
• Following a positive review of your application and documents, you will receive the EU Declaration of Conformity as an electronically sealed document in your user account inbox or by post.  

Written application

• Send an informal cover letter along with your proofs by mail to the BfArM.
• Please include the following information in your cover letter:
  • Name,
  • Address (for sending the certificate),
  • E-mail address,
  • Phone number,
  • optional, if you have previously received an EU declaration of conformity from BfArM: former file number.
• The BfArM will review your application and contact you if there are any questions or incomplete documents.
• Following a positive review of your application and documents, you will receive the EU Declaration of Conformity by mail.  
• If you provide your email address, you can also receive the certificate as an electronically sealed document.
