Reporting (actual data submission) on individual grid tariff agreements for ex-post control under federal jurisdiction

As a company or private individual, have you agreed upon an individual network tariff with your electricity grid operator? If so, you must annually prove to Ruling Chamber 4 in a report that you have complied with the necessary criteria for it.

You can enter into an individual grid fee agreement with your power grid operator if you use electricity at times when otherwise little electricity is consumed or if you consume a particularly large amount of electricity.

If you, as a company or private individual, have agreed upon an individual network charge with your electricity grid operator, you must report this to Decision Chamber 4. In addition, you must provide Decision Chamber 4 with an annual report proving that you have complied with the criteria for the individual network charge agreement. Decision Chamber 4 can subsequently carry out an audit, the so-called ex-post control.

A so-called atypical network usage occurs when you use electricity at unusual times. This means that the maximum of your annual electricity consumption—the so-called individual annual peak load—falls outside the time when a lot of electricity is consumed in your grid area.

In this case, you can negotiate an individual network tariff with the power grid operator, which includes a discount of up to 80 percent of the standard network tariff.

So-called electricity-intensive grid usage occurs when you consume a particularly large amount of electricity. This is the case when

• You consume electricity for at least 7,000 operating hours per year. The number of operating hours is a calculated value resulting from your annual consumption divided by the maximum capacity.
• Your consumption exceeds 10 gigawatt-hours.

In this case, you can agree on an individual grid fee with the grid operator amounting to

• 20 percent of the regular network fee with at least 7,000 hours of use per year,
• 15 percent of the standard network fee with at least 7,500 hours of use per year,
• 10 percent of the regular grid fee with a minimum of 8,000 hours of use per year.

You can submit your annual report on the actual data either online or by email.

Submit annual report (actual data report) online:

• Go to the website of the Federal Portal and open the online form "Reporting (actual data reporting) on individual network charge agreements for ex post control under federal jurisdiction".
• Note: For the online form, you need an electronic identification document, for example a personal ELSTER certificate or an ELSTER organization certificate.
• The online form guides you step-by-step through the required information.
• Upload the required documents as a file (PDF, DOC, JPEG, PNG, ZIP, XLSX maximum 10 megabytes per file) and submit the form online.
• You will receive a data transmission confirmation.
• Your information and documents will be carefully reviewed.
• Decision Chamber 4 will notify you if you need to submit additional information or documents.

Submit report (actual data submission) via email:

• Go to the website of the Federal Network Agency (BNetzA) and navigate to Ruling Chamber 4.
• Download the reporting form for actual data reporting (Ist-Datenmeldung). Please use either the reporting form for atypical or electricity-intensive grid usage. Please observe the processing instructions and the detailed appendices provided there on the website.
• Complete the registration form in full.
• Please send the reporting form as a spreadsheet file in XLSX format only (not as a PDF or similar, as otherwise further technical processing is not possible) along with the corresponding proofs by e-mail to the functional mailbox 19-Datenmeldung@bnetza.de.
• As the subject of the email, state your file reference number, which is mentioned in the written acknowledgment of receipt of the notification.
• Decision Chamber 4 is carefully reviewing your information and documents.
• Decision Chamber 4 will notify you if you need to submit additional information or documents.
• You will not receive an acknowledgment of receipt for the actual data submission.

You must report on your individual grid usage by June 30 of the following year.
