The municipality is responsible for supplying the population with drinking water. It can delegate its obligation to supply water to other bodies under public law (e.g., associations) or to private third parties. Private-law companies are subject to price and competition law. They calculate water prices.
Public water suppliers are subject to the Hessian Act on Municipal Levies. This contains the principle of cost recovery. The fees calculated in accordance with this are charges or contributions.
Depending on the calculation, the water fee or water price can be divided into a basic fee and a volume-based fee, or presented solely as a volume-based fee.
The customer is charged a one-time fee for the new connection costs.
The water price is determined by the respective city or municipality, or the commissioned special purpose association, via a municipal statute.
Citizens contact the responsible water supply companies regarding the drinking water supply.
The amount of the drinking water costs and the connection fees can be requested from the water supplier.
An objection can be filed against water fee notices. The objection must be received in writing by the responsible municipality or water association within one month of the notice being issued.
