If you want to register as an expert in the energy efficiency expert list, you can submit an application under certain conditions.

Description

The energy efficiency expert list serves to ensure a high level of professional qualification of the experts participating in the building funding programs of the Federal Ministry for Economic Affairs and Energy (BMWi). As part of the funding programs, the experts are involved in the energy consulting process as well as the planning and implementation of energy efficiency measures on the building.
The goal of these funding programs, which are implemented on behalf of the Federal Ministry for Economic Affairs and Energy (BMWi) by the KfW banking group (Kreditanstalt für Wiederaufbau) or the Federal Office for Economic Affairs and Export Control (BAFA), is to increase energy efficiency and raise the share of renewable energies in the renovation and construction of residential and non-residential buildings.
Programs at KfW include:

  • until June 30, 2021: Program Group „Energy-Efficient Construction and Renovation“
  • from July 2021: Federal Funding for Efficient Buildings – Residential Buildings / Non-Residential Buildings (BEG WG and BEG NWG; loan and grant options respectively) as well as Individual Measures (BEG EM loan option).

The programs offered by BAFA include:

  • Energy consulting for residential buildings,
  • since January 2021: Energy consulting for non-residential buildings, facilities, and systems,
  • since January 2021: Federal funding for efficient buildings – individual measures (BEG EM; grant option).

You must register on the website of the dena (German Energy Agency) to submit an application as an expert. You will need to select a registration category in the process. Depending on the registration category, you must provide proof of the corresponding qualification.
You submit your application for registration as an expert in the energy efficiency expert list in writing by email, fax, or post to dena (German Energy Agency).

Note:
To submit an application for the KfW funding programs „Energy-Efficient Construction and Renovation – Residential Buildings,“ you must be listed in the federal funding programs' energy efficiency expert list since June 1, 2014.

Since November 1, 2020, to apply for the KfW funding programs „Energy-Efficient Construction and Renovation – Non-Residential Buildings,“ you must be listed in the energy efficiency expert list for federal funding programs if you are a master craftsperson or technician.

To be able to submit an application in the federal funding programmes for efficient buildings (BEG WG, BEG NWG, BEG EM), you must be registered in the list of energy efficiency experts for the federal funding programmes.

Procedure

You must create your application for registration on the website of the German Energy Agency (dena) and then submit it to dena.

  • Register for a user account on the dena website.
    • Provide all required data.
    • Select an entry category.
  • Upload all required documents online in your user account or send them to dena by email, fax, or post.
  • Upload any necessary documents for reference projects exclusively in your user account.
  • Submit an application for registration as an expert online in the user account on the dena website.
  • Send the signed application to dena by email, fax, or mail.
  • dena will decide whether to activate your listing after reviewing your documents.
    • You will receive a confirmation email once your listing is activated.
    • In the event of a rejection, you will receive an email from dena advising you to log in to your user account. There you can check which requirements you did not meet.

Deadlines

  • For submitting missing documents after a rejection of the entry: 6 months
    • Upon expiration of the deadline, the application for the registration category/categories for which proof is missing will be withdrawn.
    • There will be no notification regarding the expiration of the deadline.
  • Regarding the complaint about a non-registration: 1 month after receipt of the decision
    • The complaint must be submitted in writing by mail, fax, or email, including a statement of reasons.
  • Registration period: 1 year after receipt of the decision
  • Every 3 years, additional proof must be provided (proof of practical experience and/or continuing education – see rulebook).

Costs & Fees

  • For the review of the requirements for registration, a one-time registration fee of EUR 100.00 is charged per module in the year of registration. If the registration is based on references, an additional EUR 200.00 will be charged for the review.
  • In addition, an annual fee of EUR 120.00 for one module or EUR 170.00 for two modules is charged. This will be invoiced annually from the time of activation.
  • If experts maintain offices at multiple locations, they can specify these as secondary addresses (maximum of 4 per expert) in their user account. Upon activation, an annual fee of EUR 10.00 will be charged per secondary address.
  • Members of a network partner learn the costs from the network partner.

Note:
Statutory value-added tax will be added to the costs.
