If you wish to distribute tax-deductible pension or basic pension contracts, you must first apply for their certification and obtain it from the certification body – the Federal Central Tax Office (BZSt).
The Federal Central Tax Office (BZSt) is responsible for certifying pension provision contracts („Riester“) and basic pension contracts („Rürup“). For contributions made to certified contracts, a special expenses deduction can be claimed in the income tax return, and for pension provision contracts, the pension provision allowance can be applied for.
Providers of pension and basic pension products and umbrella organizations of the providers named in Section 1, paragraph 2 of the Pension Products Certification Act (AltZertG) may submit applications for certification.
You submit your application for the certification of the retirement provision or basic pension contract in writing to the Federal Central Tax Office (BZSt).

The fee for processing an application to certify a retirement savings plan or a basic pension contract is EUR 5,000.
If the application is based on a certified application by a umbrella organization and the further requirements of Section 12, Paragraph 1, Sentence 2 of the Pension Contracts Certification Act (AltZertG) are met, the fee is EUR 500.00.
For applications submitted by a head organization as an authorized representative on behalf of its member companies, the fee is EUR 250.00 per member seeking certification.
The fee for adding a loan option to a contract—if the contract was certified under the AltZertG as in effect on December 31, 2007—is EUR 250.00.
