You may only treat seeds with certain plant protection products if your seed treatment facility produces seed that releases as little dust as possible. If you operate a seed treatment facility, you are required to have your process technology, procedures, and documentation inspected.
The Julius Kühn-Institut (JKI) publishes a list of professional seed treatment facilities (seed dressers) on its website. Their quality assurance measures for dust reduction have been inspected.
When approving seed treatment products, the Federal Office of Consumer Protection and Food Safety (BVL) can issue a risk mitigation measure, a so-called application condition, which relates to the technical application of the respective seed treatment product, for example NT699-x. Your seed treatment facility must be included in the JKI list. Otherwise, you are not allowed to use certain plant protection products approved by the Federal Office of Consumer Protection and Food Safety (BVL).
Employees of the JKI inspect your seed treatment facility during an on-site appointment. The inspection is based on checklists for the respective crop species.
The listing is valid for 3 years. Intermediate inspections of your pickling plant will take place 9 to 15 months and 21 to 27 months after listing. The listing can be extended by 3 years upon informal request. The prerequisite for this is a successful re-inspection within the period of 6 months prior to the expiration of the listing's validity.
The goal of the inspection is environmental and nature conservation. If as little dust as possible with plant protection product abrasion is released during the dressing, storage, transport, and sowing of seeds, this protects nature.
You can submit the application for inclusion in the list of "seed treatment facilities with quality assurance systems for dust reduction" by e-mail or by post. You can submit the application for one or more crop species together. Vegetables, cereals, oilseed rape, corn, and beets are available to choose from.
You do not have to meet any deadlines.
The costs depend on the time required - for reviewing the documents and, if applicable, the on-site inspection. The JKI will inform you of the estimated costs before the inspection of your seed-treatment facility begins.
Cost framework for the general processing of the application and inclusion in the list of seed treatment facilities with quality assurance systems for dust reduction: EUR 59.00 - EUR 620.00.
Cost estimate for the inspection of the dressing station: 1,000.00 - 5,000.00 EUR.
