Description

In the digital radio system of authorities and organizations with security tasks (BOS), terminals from various manufacturers are used. To ensure that these terminals are compatible with all network components and with each other, you may only use terminals certified by the Federal Agency for Public Safety Digital Radio (BDBOS).

The BDBOS has defined performance features in the interoperability guidelines (IOP guidelines) that all end devices must meet. Compliance with these defined performance features is confirmed by a corresponding certificate.

If you, as a manufacturer, make changes to an already certified terminal device or distribute such devices, you must report this to the BDBOS without delay. This also applies if the changes do not affect the legal requirements.

So-called immaterial changes include, among others, modifications that you make exclusively to the housing of the terminal device, but not to the software or hardware. In the case of control center components, the replacement of hardware components can also be an immaterial change.

Based on your report, BDBOS will check whether it is indeed an insignificant change.

  • This is considered to be the case if the BDBOS does not notify you of a different decision within 3 months.

If, on the other hand, the BDBOS assesses this as a substantial modification, you will receive written notification within 3 months. In that case, you will generally need to apply for a modification certification.

Procedure

You can report minor changes to terminal devices online or by mail.

Report minor changes to terminal devices online:

  • Access the online form on the federal portal verwaltung.bund.de. This will guide you step by step through the necessary information, which you can enter electronically.
    • Note: You will need an ELSTER organization account for the online form. 
  • The BDBOS is checking your information.
  • If you do not receive a notification from BDBOS within a period of 3 months, the change is deemed to be immaterial.
    • You will receive written notification from the BDBOS if action is required on your part and, for example, you need to submit an application for change certification.
  •  You pay the fees.

Report minor changes to terminal devices by post or email:

  • Download the form "Terminal Equipment Modification Certification" from the BDBOS website.
  • Send the completed and signed form to the BDBOS certification authority.
  • The BDBOS is checking your information.
  • If you do not receive a message from BDBOS within a period of 3 months, the change shall be deemed immaterial.
    • You will receive written notification from the BDBOS if action is required on your part and, for example, you need to submit an application for change certification.
  • You pay the fees.
