If the final price and price components were not displayed or not displayed transparently during a flight booking, you can file a complaint. This also applies if optional services are preselected or if there is price discrimination based on your nationality or place of residence.

Description

As a passenger, you are entitled to special rights. Airlines, tour operators, and travel agents must transparently display their prices when flights are booked. There are various categories of missing price transparency or price discrimination by airline and travel companies or travel agents. You can file a complaint if you have noticed the following when booking a flight:

  • The final price was not displayed during the booking process, and the final price did not include all unavoidable costs.
  • In addition to the final price, the airfare, taxes, airport fees, or other charges, surcharges, and fees were not itemized separately.
  • Optional services (for example, insurance, car rentals, hotels) were pre-selected during the booking process.
  • Price discrimination took place based on your place of residence or nationality.

If you suspect that the prices have not been published in accordance with the rules, you can submit a report.

In the event of proven violations, the Federal Aviation Office may take sanction measures. This is intended to prevent violations from recurring in the future.

The Federal Aviation Office is neither authorized to assist you in enforcing any civil law claims against the company, nor to advise you in this regard. Individual civil law claims must, if necessary, be settled in court within the legal relationship between the consumer and the company.

Procedure

If you would like to submit an ad, please proceed as follows:

  • Visit the federal portal verwaltung.bund.de and fill out the online form.
  • You can upload your documents directly.
  • Alternatively, you can submit your notification and the documents to the Federal Aviation Office (LBA) by email, fax, or post.
  • Upon receipt of the notification, you will receive an acknowledgement of receipt with a reference number from the LBA.
  • If anything is unclear or information is missing, the LBA will contact you.
  • If the LBA establishes a violation, it can initiate administrative offense proceedings against the company concerned.
  • In the event of proven violations, a fine may be imposed.
  • The LBA will inform you upon completion of the processing.
