Apply for certification of modifications to terminal devices for the BOS digital radio

If you, as a manufacturer, have made technical changes to a terminal device that is already certified for the digital radio of authorities and organizations with security tasks, compliance with the legal requirements must be tested again.

In the digital radio system of the authorities and organizations with security tasks (BOS), terminal devices from various manufacturers are used. To ensure that these devices are compatible with all network components and with each other, only terminal devices certified by the Federal Agency for Public Safety Digital Radio (BDBOS) may be used. To this end, the BDBOS has defined performance features in what are known as interoperability guidelines (IOP guidelines) that all terminal devices must meet. Compliance with these defined performance features is confirmed by a corresponding certificate.

If you have significantly modified the hardware or software of your terminal equipment that is already certified for BOS, you must apply for a change certification with the BDBOS if you manufacture or distribute the devices.

A change certification can take place in/at:

• Deactivating interfaces or optional performance features
• Activating or implementing optional features
• an adjustment required by the BDBOS, in particular to remedy security deficiencies
• an error correction

For the change certification, describe the change as comprehensively as possible and explain the associated technical impacts. The BDBOS will evaluate your information and inform you,

• whether the conditions for a modification certification are met and
• what scope of examination is necessary.

In the next step, you commission a competent inspection body to carry out the test in accordance with the test criteria defined by the BDBOS. You then send the BOS test report to the BDBOS as proof.

You can apply for a change certification for multiple terminal devices. For each individual terminal device, you can apply for a maximum of 4 change certifications. Otherwise, a recertification is necessary.

You can apply for the modification certification of terminal equipment online or by mail.

• You will hand over two individual pieces of the terminal device to be certified to the BDBOS.

• This step is not applicable if your terminal device is part of a radio dispatch console.

Apply online for modification certification of end devices:

• Access the online application on the federal portal verwaltung.bund.de. This will guide you step by step through the necessary information, which you can enter electronically.
  • Note: You need an ELSTER organization account for the online application.
• BDBOS will review your changes and inform you of the scope of the examination.
• You commission a competent testing body to test the terminal device according to the criteria defined by the BDBOS.
• You are sending the BOS test report
  • via the upload function of the online application or
  •  by mail

to the BDBOS.

• The BDBOS sends you
  • the certificate or
  •  a rejection notice.
• The BDBOS will send you the fee notification.
• You pay the fees.

Apply for change certification of end devices by mail:

• Download the form "Terminal Equipment Modification Certification" from the BDBOS website.
• Send the completed and signed form to the BDBOS certification authority.
• BDBOS will review your changes and inform you of the scope of the examination.
• You commission a competent testing body to test the terminal device according to the criteria defined by the BDBOS.
• You are sending the BOS test report to the BDBOS.
• The BDBOS sends you

  • a rejection notice.

• You pay the fees.
